The public Register of Higher Education Institutions is maintained by the Minister of Education and Science through Bulgaria's National Centre for Information and Documentation (NACID). The National Evaluation and Accreditation Agency (NEAA) publishes decisions and details for accredited institutions.
The NACID register covers higher education institutions, their main units and branches, professional fields and degree programmes. Accreditation records show the rating, start and end dates and current status.
Institutional accreditation and programme accreditation serve different purposes. Institutional accreditation assesses the higher education institution as an organisation. Programme accreditation concerns a particular professional field, regulated-profession programme or doctoral programme. An institution's accredited status therefore does not automatically mean that every programme, degree or form of study has the same status or validity period.
When a diploma or academic transcript is examined, the relevant details include the institution's exact official name, faculty or branch, professional field, programme, qualification level and date of issue. The institution's current status is an important reference, but it does not replace verification of the particular document, its authenticity or a separate recognition procedure for the qualification.
A translation of educational records preserves names, reference numbers, dates, grades and the link between the diploma and its supplement. The university's official name should not be replaced with an approximate foreign equivalent if that would alter the identity of the issuing institution. Where useful, the translation can render the unit, programme and qualification consistently and clearly.
When a Bulgarian diploma will be used abroad, the translation may need an electronic apostille, another form of authentication or supporting documents, depending on the destination and receiving institution.
