What is the e-APP programme?
The electronic Apostille Programme, or e-APP, is the Hague Conference on Private International Law framework for applying the Apostille Convention through electronic technology. The HCCH describes the programme as support for the secure issuance and verification of Apostilles, while the purpose and legal scope of the certificate remain those of the Convention.
e-APP is not a private service, a commercial platform or a single worldwide website for submitting documents. It is an operational model that competent authorities can implement through their own systems and administrative procedures. Filing, identification, payment, delivery and verification therefore follow the rules of the authority that is empowered to issue the particular Apostille.
How does e-APP relate to the Hague Convention?
The programme operates within the Convention of 5 October 1961 and does not expand its material or territorial scope. An electronic format does not turn a private document into a public document and does not authorize an authority that has not been designated as competent. The first question is still whether the Convention applies between the place of origin and the country where the document will be used.
As with a paper Apostille, the authentication concerns the origin of the signature, the capacity in which the signer acted and the seal or stamp on the public document. It does not certify every fact recorded in the document, replace a translation or guarantee that the receiving institution has no separate rules about document currency, originals or annexes.
What are the two components of e-APP?
e-APP brings together two distinct components: the electronic Apostille, known as the e-Apostille, and the electronic register, known as the e-Register. The first is the Apostille certificate issued electronically and signed or sealed through reliable digital means. The second is an online environment in which an Apostille record can be checked against data supplied by the competent authority.
A country or an individual authority may implement either component or both. An e-Register may contain records for paper Apostilles as well as electronic certificates, and the existence of a register does not mean that the same authority issues e-Apostilles. What is an electronic Apostille?
An e-Apostille is an official Apostille certificate in digital form. It is normally associated with an electronic public document or an electronic representation of a document and bears a digital signature or seal of the competent authority. The file, its technical link with the document and the possibility of validating its integrity are important parts of the electronic form.
A printout can display the words and visual features of the certificate, but it may not preserve validation of the digital signature and the file’s integrity. When the recipient works electronically, the original files and verification details are usually transmitted rather than a photograph or scan. If filing will be on paper, the recipient’s method for handling an e-Apostille should be clarified in advance.
What does an electronic register verify?
An e-Register is a publicly accessible register of Apostilles that have been issued. Depending on the system, a search may use the certificate number, date, access code, QR link or another combination of identifiers. The result should lead to the official environment of the issuing authority, not merely to a copy sent by email or placed on an unrelated website.
The register confirms that the particular Apostille was issued and that the submitted identifiers match its record. It is not a general register of every underlying document and does not independently certify the contents of a diploma, civil-status record or other instrument. Any discrepancy between the file, the number and the official record should be resolved with the issuing authority before translation and filing.
How is an e-Apostille requested and delivered?
There is no single international form or mandatory portal. Some authorities accept electronic applications and electronic originals, while others require a physical document or an in-person review before issuing a digital certificate. Identity checks, representation, payment, processing time and delivery are features of the local administrative service, not universal functions supplied by e-APP.
Before filing, the issuer, document type, intended use, destination country and competent authority are identified. That determines whether an e-Apostille is available, whether a paper original must be presented and whether annexes are handled together or separately. A route confirmed at the beginning avoids submitting the correct document through the wrong technical channel.
How is e-APP implemented in Bulgaria?
Electronic issuance and verification in Bulgaria are organized by competent authority and document category. NACID issues e-Apostilles for specified educational and supporting documents and operates a dedicated portal. Other authorities have their own services and registers; the availability of an online check does not necessarily mean that filing and issuance are fully electronic.
For example, the Bulgarian Ministry of Justice describes its own Apostille service for judicial and notarial documents and provides online verification, while maintaining a separate procedure for presenting the source documents. The country name alone is therefore insufficient: the issuer and the authority designated for that category determine the route.
Which educational documents are handled by NACID?
The current NACID service list separates Apostille services for documents from preschool, school and vocational education, documents issued by higher-education and scientific institutions, certain certificates for non-regulated professional qualifications and certificates concerning rights attached to completed educational degrees. Each administrative service has its own description and form.
Eligibility should not be decided from an old list of issue dates published on a private website. The document, issuer, date, specimen signature and NACID’s current rules are checked for the individual case. The official Apostille portal is used for the relevant electronic service and for access to or verification of the issued electronic package.
How is an e-Apostille used before a foreign institution?
The electronic certificate performs the Convention function of an Apostille, but the method of delivery must fit the recipient’s workflow. It is useful to confirm whether the institution accepts original electronic files, expects an official register link, maintains a paper dossier or requires a certified copy together with the online verification data.
The Apostille and the translation remain separate elements. The document and the relevant authentication details are translated while the electronic original remains available for validation. When the same document will be presented to several institutions, preparing a coherent electronic and paper set can reduce repeated formatting and unnecessary handling of the original.
