The broad legacy expression “certificate of possession” may refer to different records held by the Bulgarian Interior Ministry. A certificate about issued identity documents is not interchangeable with a certificate containing vehicle-registration data. The translation follows the title, issuer, scope and entries of the document actually issued.
Which exact document should you send?
Customers send the certificate or every page of the electronic file, not merely a photograph of an identity card, passport, driving licence or vehicle registration certificate. The requested record type, issuer and certified circumstance must be visible. This prevents a quotation from mixing identity-document data with vehicle ownership or registration information.
Who may issue the certificate?
The issuer depends on the information fund and administrative service. Bulgarian identity-document data are handled by the competent identity-document units, while certificates covering registered and terminated vehicle registrations are a Traffic Police service. The competent unit may belong to a regional directorate or the Sofia Directorate of the Interior according to the case.
What may a vehicle certificate contain?
The current Interior Ministry service may report present or former ownership, active and terminated registrations, recorded restrictions and technical vehicle data. We compare the registration number, vehicle identification number, make, model, owner, periods and status exactly as stated. Information absent from the issued record is not added.
What is checked in a certificate about identity documents?
We identify the exact certificate and whether it contains information on issued Bulgarian identity documents, border crossings or another requested circumstance. Names, personal identifier, document type and number, dates, issuing authority and status are rendered without assumptions. The certificate performs a different function from the identity document itself.
How is an electronic certificate handled?
When the Ministry has issued an electronic certificate, customers send the original file with the available signature or verification data. A printout or screen capture may not preserve electronic authentication. For a paper certificate, we check the signature, seal, reference, date, every page and all attachments.
How is preparation for another country determined?
We first establish the country, receiving authority and purpose, such as administrative proceedings, a bank, notary, insurer or court. We then verify whether translation, certified translation, the electronic original, an apostille or another authentication is accepted. One fixed chain of institutions is not applied to every Interior Ministry certificate.
Must attachments and related records always be translated?
No. The recipient may require only the certificate or a set including a copy of an identity document, vehicle registration certificate, ownership document, power of attorney or another record. We define the scope from the actual requirement and identify each original, translation and attachment. This avoids unnecessary work and an incomplete package.
