The Bulgarian certificate of changes of permanent address is a distinct municipal record. Under the official model, it reports the permanent addresses held by one person since 1 January 2000 using the National Population Database. Its chronology must remain intact and must not be reduced to a certificate showing only today’s address.
What does this certificate actually show?
It sets out the sequence of registered permanent addresses within the covered period. Individual entries may include an address, locality and registration or change dates. The record does not prove ownership of a dwelling, and by itself it does not establish uninterrupted physical residence at every address appearing in the list.
How does it differ from a permanent-address certificate?
A permanent-address certificate reports the last declared permanent address, whereas the changes certificate provides address history. A recipient asking only for the latest entry may reject a document serving another purpose. We therefore compare the official title with the stated use before translation and never treat the two names as interchangeable.
Is it different from current-address changes?
Yes. Permanent and current addresses are separate Bulgarian registration data. A different certificate records changes of current address. The translation retains the precise source category because replacing permanent with current can materially alter what a foreign authority understands the document to prove.
Which details are checked before translation?
We compare the holder’s names and identifier, every address line, all dates, localities, municipality or district, reference number and issue date. We also inspect signatures, seals, electronic-signature or verification data and confirm that every page is present. Any cropped or illegible history entry is clarified before typesetting.

Address components remain ordered and recognizable, without inventing a foreign equivalent for a street, neighbourhood, entrance or administrative unit. Dates use an unambiguous format, and repeated entries are retained when they form part of the official chronology.

For an electronic certificate, customers send the original file with its available signature and verification data. A printout or photograph can omit part of the authentication. A paper certificate is reviewed in full, including reverse sides and attachments. Translation and certification format are selected according to the source and recipient’s requirement.
Are an apostille and certified translation always necessary?
There is no single procedure for every destination. The receiving country, applicable international regime, recipient and document format determine whether ordinary translation, certified translation, an apostille or another authentication is required. We check the actual case instead of assigning one fixed chain of Sofia authorities.
