A vocational qualification certificate is an official record of a qualification level in an occupation. It is distinct from a vocational training attestation, which normally covers part of an occupation or the updating or extension of an existing qualification. Translation and legalization retain the exact title and function of the credential supplied.
## What vocational qualification record is being legalized?
The usual document is a vocational qualification certificate issued after training and a state examination in theory and practice. A vocational training attestation is a separate form and is not renamed as a full certificate. NACID may also issue a statement of professional qualification in a non-regulated occupation for certain access-to-profession cases abroad. These three records differ in issuer, fields and legal purpose.
## What institutions may issue the certificate or training attestation?
The issuer may be a vocational secondary school, vocational college, licensed vocational training centre or another authorised institution. The credential follows a form within the Bulgarian education system, but it is not necessarily issued by the Ministry of Education itself. The translation follows the holder, occupation and specialty, qualification level, form and duration of training and results of the theory and practical examinations. A diploma, licence to practise, syllabus or experience statement is included only when it belongs to the case or is requested by the recipient, not as an automatic requirement for every order.
## How is a Bulgarian credential authenticated for use abroad?
NACID provides apostilles for eligible records issued by institutions in Bulgaria’s school and vocational education and training system. The precise route depends on document type, issuer, form, issue year, registration, destination and recipient. An applicable treaty or a different receiving rule may remove the need for an apostille. Translation, apostille and recognition remain separate steps with different purposes.
## How is a foreign vocational qualification prepared for Bulgaria?
A foreign certificate is authenticated under the regime of its issuing country, whether by apostille, a legal-assistance treaty or consular legalization. An official Bulgarian translation can then be prepared. Recognition of the qualification and access to a regulated occupation are decided by the appropriate competent authority and do not arise automatically from translation or document authentication.
