A certificate of free sale confirms that a named product or product range may lawfully be marketed in the country of issue. It is commonly used for exports and product-registration procedures, but there is no single worldwide form. The document’s format, issuer and particulars depend on the goods, the applicable regulatory framework and the market for which it is intended.
## What does a certificate of free sale confirm?
The certificate connects identified products with a manufacturer, exporter or authorised representative and records their lawful availability on the relevant market. It is not a quality certificate and does not by itself guarantee entry into another country. The foreign recipient considers it together with local rules on import, registration, labelling and market surveillance.
## How is the issuing body determined?
The product and legal basis determine the issuer. The Bulgarian Chamber of Commerce and Industry issues free-sale certificates for goods within its service, while regulated products may require a certificate from the competent public authority. European rules provide specific free-sale certificates for medical devices and in vitro diagnostic devices, and medicinal products follow a separate administrative framework. ## How does it differ from a certificate of origin or conformity?
A free-sale certificate concerns lawful marketing in the country of issue. An export dossier can contain all three, but their names and functions remain distinct throughout the translation.
## What details remain exact in translation?
The issuer’s name and address, manufacturer, exporter or authorised representative, product names, models and catalogue references retain their precise relationships. The same applies to registration or authorisation numbers, CE marking, UDI data, certificate references, validity dates, signatures, seals and verification codes where present. Product lists and every annex remain clearly linked to the principal document.
## When can a bilingual certificate still require translation?
A bilingual form may not cover annexes, seals, handwritten entries or the language accepted by the particular authority. A recipient can require a certified translation of the full set even when some fields are already in an international language. Scope follows the actual copy and intended use, without automatically translating material that the recipient accepts in its original language.
## When is authentication or legalization needed?
There is no universal authentication chain for every free-sale certificate. The issuing body, type of signature, destination country and express recipient requirement determine whether translation is sufficient, a signature must be authenticated, or an apostille or consular certification applies. Notarial handling and ministerial steps are not included automatically merely because of the document’s title.
## How is a foreign certificate handled for use in Bulgaria?
For a foreign certificate, the country, issuer, product regime and existing certifications are identified. The Bulgarian translation follows the authority’s original name and does not present the document as issued by BCCI or a Bulgarian administration. Further authentication follows the relevant international framework and the Bulgarian recipient’s requirement rather than a generic country list.
## What is the role of annexes and electronic verification?
The certificate often refers to an annex listing trade names, models, manufacturing sites or registration details. An incomplete translation can leave uncertainty about which products are covered. QR codes, electronic signatures, registration numbers and public verification remain visible features of the source; checking an available record complements translation but does not change product status.
## How are the price and completion time established?
The quotation reflects the language pair, size and format of the product list, number of annexes, legibility, requested certified copies and administrative coordination. Translation time is separate from the time required by an external body for issue or authentication.
