NACID electronic apostille for higher-education and academic records
The electronic apostille route for Bulgarian higher education applies to records that NACID can verify directly in the official education registers. Document type, issue date and an available registry entry determine eligibility.

NACID's electronic apostille service for records issued by Bulgarian higher-education institutions and scientific organisations covers documents that can be checked directly in the registers of issued educational records. This registry check is the decisive condition for an online application. The date printed on a document is not sufficient when no corresponding record is available for official verification.
The current description of administrative service 921 includes a diploma for a completed higher-education degree and its diploma supplement when issued after 1 January 2012. It also includes a diploma for the educational and scientific degree of Doctor, the supplement to such a diploma and a diploma for the scientific degree of Doctor of Sciences when issued after 1 January 2018.
The electronic scope further covers a certificate recognising higher education obtained from a foreign institution and a duplicate of that certificate when issued after 1 January 2010. A certificate recognising an educational and scientific or scientific degree obtained from a foreign higher-education institution or scientific organisation is included when issued after 17 July 2018. A certificate for a conferred scientific degree and title is included when issued after 4 May 2018.
NACID also lists official statements confirming a defended dissertation or an occupied academic position. Records for a scientific degree, scientific title or academic position issued by the former Higher Attestation Commission are covered, as are apostilles previously issued by the Ministry of Education and Science or NACID for educational and certifying documents. NACID certificates for a professional qualification in a non-regulated profession are included as well.
The electronic application identifies the holder precisely and records the number, date and issuing institution of every document. When the record exists in the relevant register, these data allow NACID to verify it administratively. If electronic verification is unavailable, the published procedure provides for submission of the original through an applicable written channel instead of issuing an e-Apostille solely from entered data.
The result of the electronic service is an e-Apostille delivered to the nominated electronic address or through Bulgaria's secure electronic delivery system. It certifies the signature, the capacity of the signatory and, where necessary, the seal. It does not certify the content or academic value of the underlying record.
