# What is the difference between the electronic apostille and the electronic registry?

e-APP and e-Register: issuance and verification are different functions

## How are e-APP, e-Apostilles and e-Registers related?
The [HCCH electronic Apostille Programme (e-APP)](https://www.hcch.net/en/publications-and-studies/details4/?pid=5576) is a model for applying the Hague Apostille Convention through digital technology. It has two components that may be implemented together or separately: issuing and using electronic Apostilles, and operating publicly accessible electronic registers.
An e-Apostille is the Convention certificate itself in digital form, signed electronically by a Competent Authority. An e-Register is not a second Apostille; it is the system used to record and verify certificates that have already been issued. The concepts are connected but not interchangeable.
## Is e-APP one common customer platform?
e-APP is not a single worldwide website where every applicant files documents. It is an international framework and set of good practices, while each country and Competent Authority builds its own technical service under national law and for its own document remit.
A particular portal may combine application, payment, issuance, delivery and verification, but those functions belong to the local implementation rather than an automatic e-APP rule. An online lookup does not by itself mean that the same authority accepts online applications or issues e-Apostilles.
## What does an e-Register do?
An e-Register stores data about Apostilles issued by a particular Competent Authority and allows a search by number, date, QR code or another identifier, depending on the system. It may include both paper and electronic Apostilles; certificate format and registration are separate characteristics.
The [HCCH guidance on e-Registers](https://www.hcch.net/en/publications-and-studies/details4/?pid=5577) describes online verification as a way for a recipient to confirm the origin of an Apostille. Advanced registers may display the certificate, digital signature and linked-file integrity, but the register does not issue a separate certificate or replace the original.
## How do issuance and later verification work?
The process starts with the authority competent for the type of public document. After checking the signature, the capacity of the signer and the seal, the authority issues a paper or electronic Apostille and records its data. Application and issuance are administrative acts; the register supplies the later evidential check.
For an electronic certificate, the applicant receives an original signed file and the receiving institution can separately validate its digital signature and register entry. For a paper Apostille, the online record confirms the particulars of the physical certificate. In either case, the register result must match the Apostille presented.
## How are the components implemented in Bulgaria?
Bulgaria’s current [HCCH Competent Authority profile](https://www.hcch.net/index.cfm?act=authorities.details&aid=312&oldlang=en) states that NACID operates both components for educational and certification documents within its remit. Since 15 June 2020 it has issued paper and electronic Apostilles and recorded both in an advanced e-Register.
The Ministry of Justice, Ministry of Foreign Affairs and regional administrations maintain e-Registers for their certificates, but the current [e-APP implementation chart](https://assets.hcch.net/docs/e8e7549d-e34a-452f-9fa3-cf2241aa4197.pdf) does not list them as e-Apostille issuers. Electronic issuance therefore depends on the document type and the responsible authority.
## What does an online result prove, and what does it not prove?
A successful search in the [NACID register](https://apostille.bg/) or another authority’s register confirms that an Apostille with the stated particulars was issued by that authority. For a digital file, signature validity at the time of signing and the absence of later alteration may also be checked.
The result does not certify the truth of the underlying document’s content, turn a scan into a digital original or decide whether a particular recipient will accept the document on its merits. Nor does it replace any required translation, evidence that the document is current or a procedure outside authentication of origin.
## Which system applies and how can La Fit Trans assist?
The practical route starts with the issuer, document type, country of use and receiving authority’s requirements. For example, the Bulgarian [Ministry of Justice Apostille service](https://justice.government.bg/home/index/7fafeee0-4d6d-445e-8353-b18bd1c796d2) for court and notarial acts is not provided online, although its paper Apostilles can be checked in an online register.
