Address certificate for use abroad
A permanent-address or current-address certificate is issued by a Bulgarian municipal or district administration. Translation, apostille and any further authentication depend on the destination country and the authority receiving the document.

Address registration is not represented by one universal document. For official use, the usual record is a certificate of permanent address or a certificate of current address issued from Bulgaria's population register. The translation retains the document's exact official designation because the two registered addresses serve different purposes and are not interchangeable.
An address certificate may be requested for residence, tax or banking matters, family proceedings, education, employment or another administrative purpose. The receiving authority decides whether the certificate must be recently issued, whether paper or electronic form is acceptable, and whether it requires an original, a certified copy or a particular multilingual form. There is no single validity period applicable to every procedure.
When a Bulgarian certificate is intended for use abroad, the issuing authority, signature and seal, destination country and recipient's rules are examined together. For a Hague Convention country, a properly prepared municipal document may be eligible for an apostille from the competent regional administration. The apostille authenticates the origin of the signature and seal; it does not certify that the address details themselves are factually correct.
A bilateral legal-assistance treaty may remove the need for an apostille. A country outside the relevant treaty framework may require full diplomatic or consular legalisation. The route therefore cannot be determined from the document name alone: the country of issue, country of use, specific issuer and current requirement of the receiving authority all matter.
The translation reproduces personal names, locality, municipality or district, address elements, registration date and the type of registered address. Names and addresses are rendered consistently with the other records in the same file. Some foreign authorities accept a certified translation prepared in Bulgaria, while others require a locally sworn translator, a prescribed form or a translation completed after authentication.
A foreign certificate of address or residence intended for Bulgaria follows the applicable apostille, treaty-exemption or full-legalisation route before it is translated into Bulgarian. It should not automatically be treated as equivalent to a utility bill, lease or another form of proof of address unless the receiving authority expressly accepts that evidence for the procedure concerned.
