# Legalization of a Tax Declaration (NAP)

Tax declaration intended for a foreign recipient
A tax declaration contains information submitted by the liable person, while a reference number or processing result evidences its receipt by the Bulgarian National Revenue Agency. For use abroad, the declaration itself must be distinguished from an official copy or a certificate issued by the authority.

A tax declaration may be an annual personal income tax return, a corporate tax return or another form filed with the Bulgarian National Revenue Agency. A foreign recipient may use it as evidence of declared income, the relevant tax period, financial standing or compliance with a filing obligation. Banks, courts, immigration authorities, universities and business partners may each require a different part of the record and a different form of presentation.
The translation covers the form title and legal basis, the individual or company details, tax period, amounts, currencies, codes, ticked boxes and schedules. A filing reference, submission date, processing result and electronic authentication are reproduced precisely when present. Blank fields, corrections and explanatory notes also matter because a translation is not a summary of the financial figures.
The exact document supplied must be identified first. A return signed by the taxpayer, a copy bearing a filing reference, an electronic submission receipt and a certificate issued by the revenue authority are different records. The NRA portal offers a service for obtaining a copy of a document identified by its incoming reference number. If the foreign institution needs official evidence that a return was accepted, that no liabilities are due or that a specific tax fact exists, a printout of the form alone may be insufficient.
An apostille or legalisation is not automatically attached to every tax return. The Hague Convention concerns public documents, whereas a form completed by a taxpayer does not necessarily become a public document merely because it was filed with the tax authority. The recipient may accept a translated copy, a certified translation or the electronic file together with its filing evidence; another recipient may require an officially certified copy or a separate certificate from the revenue authority.
For a Bulgarian return intended for use abroad, the route depends on the nature of the record, the destination country and the recipient’s written instructions. Where the submitted item is an official NRA-issued document, authentication is assessed according to the issuing authority and the applicable international regime. A private document may require certification of a signature or copy, but this does not create a universal Ministry of Justice and Ministry of Foreign Affairs chain.
A foreign tax return intended for Bulgaria is assessed in the same way: the issuing or receiving tax authority, proof of filing and the Bulgarian recipient’s requirements are identified. Apostille or consular legalisation is relevant only when the supplied record qualifies as a public document and the particular procedure is required. For electronic records, the original file, electronic signature, verification code and every schedule should be retained.
