# Legalization of a Document Issued by a Foreign Embassy in Bulgaria

The expression “document issued by an embassy” can describe two different situations. In the first, the document is actually executed and signed by a diplomatic or consular officer in Bulgaria, such as a certificate, declaration or consular attestation. In the second, the embassy only delivers or obtains a document issued by a registry, municipality, court or another authority in the foreign country. The distinction determines which formal route applies.
For a document executed by a diplomatic or consular officer, the official name of the mission, the signatory’s name and capacity, the seal, date, reference number and country of use are checked. When it is to be presented to a Bulgarian authority, authentication by the Consular Relations Directorate of the Bulgarian Ministry of Foreign Affairs may be required. The receiving institution and the nature of the document remain decisive.
The Hague Apostille Convention does not automatically apply to documents executed by diplomatic or consular agents. This exclusion does not mean that every document collected from an embassy follows the same rule. If the document was issued by an authority in the foreign state and the embassy merely supplied it, the applicable process depends on the country and authority of issue, any relevant international agreement and the Bulgarian recipient’s requirements.
The Bulgarian translation reproduces the title, text, signatures, seals and endorsements accurately without changing the legal function of the source. Personal names, addresses, registration numbers and official capacities require particular consistency. Where the document contains more than one language, the original part is distinguished from any official translation or explanatory note already included by the issuing body.
For an electronic document, visible electronic-signature data, timestamps, verification codes and verification addresses are reviewed. A scan should show every page, attachment and certification. If the recipient requires an original or an officially certified copy, a digital image can support a preliminary assessment and quotation but does not replace the required form.
