# How to legalize a Bulgarian educational document?

Apostille, translation and recognition of Bulgarian diplomas abroad
The legalisation route for a Bulgarian educational document depends on the issuer, the type of diploma or certificate, the destination country and the receiving authority. Apostille, translation and recognition are connected, but each serves a different legal purpose.

## What determines the legalisation route for an educational document?
Bulgarian diplomas, supplements, academic transcripts, certificates and attestations are prepared for use abroad according to their actual issuer and purpose. A school diploma, a university diploma and a certificate from a private training provider may look similar, but they do not necessarily follow the same authentication route.
The destination country and the authority receiving the document determine whether an apostille, a treaty exemption or full diplomatic legalisation is relevant. Translation language, document format, diploma supplement and academic or professional recognition are assessed separately.
## Which educational documents fall within NACID’s competence?
The Bulgarian National Centre for Information and Documentation issues apostilles for educational and certifying documents from institutions in the pre-school, school and vocational education and training system. A separate administrative service covers documents issued by Bulgarian higher education institutions and research organisations.
The scope includes, for example, secondary- and higher-education diplomas and supplements, vocational qualification certificates and specified attestations. The exact list and eligible format are maintained in the current [NACID service descriptions](https://nacid.bg/bg/services/services_01/) ; the generic label “educational document” is not enough to establish jurisdiction.
## Apostille, legal-assistance treaty or full legalisation?
When a Bulgarian public document is produced in a country for which the Hague Convention applies, its origin is usually authenticated by an apostille. The apostille certifies the signature, the capacity of the signer and, where necessary, the seal. It does not certify grades, course content or equivalence of the qualification.
An applicable legal-assistance treaty may exempt the document from apostille or other legalisation. A destination outside the applicable convention or treaty route requires the diplomatic or consular legalisation procedure. ## Paper and electronic apostilles
NACID accepts applications for paper and electronic apostilles. The electronic service applies to documents that can be checked directly in the official registers of issued educational documents. Where such verification is unavailable, the administrative procedure requires the original document.
An electronic apostille is a signed electronic document verified together with the related educational record. A scan of a paper diploma or paper apostille does not automatically become an electronic original. NACID apostilles can be checked in the official [Apostilles Register](https://apostille.bg/) .
## The diploma, its supplement and supporting records are separate instruments
A diploma and its supplement remain separate documents even when presented as one set. If the receiving authority needs grades, contact hours, credits or the awarded qualification, the apostilled diploma alone may not contain enough information. A transcript, enrolment certificate or duplicate is authenticated according to its own issuer and form.
An apostille attached to one document does not extend to the remaining sheets in the file. The translation covers the precise documents and certifications to be produced, including seals, endorsements and apostille fields when the recipient asks for the whole authenticated set to be translated.
## Documents issued by private training organisations
A language certificate, an internal course record or a certificate from a private provider is not automatically a public educational instrument within NACID’s competence. The issuer’s legal status, the statutory basis of the document and the capacity of the signer are decisive.
For a private document, the public element may be the notarial authentication of a signature or copy. Any apostille then relates to that notarial act, not to the quality or recognition of the training. Referring every non-accredited certificate to the Ministry of Justice would therefore be inaccurate.
## Translation is a separate stage from the apostille
The apostille authenticates the origin of the public document; translation conveys its content in the recipient’s language. The Bulgarian Ministry of Foreign Affairs states that an apostilled Bulgarian document does not necessarily need a certified translation prepared in Bulgaria. Some foreign authorities accept a translation made and certified in Bulgaria, while others require a translator qualified under local law.
The practical order of apostille and translation reflects the required final form. Where the complete apostilled set is to be translated, translation normally follows authentication so that the apostille itself is included. A requirement for a local sworn translator or an additional certification remains separate from the apostille.
